[X] Howie - Session#4 Transcript

Dr. Fletcher

(writing notes) Howie has spent most of the last four sessions recounting the numerous ways Nathan has found to sabotage his work.

Howie

In some way, Doctor, this is not new, what I have to tell you. This is starting to seem like a pattern. On the other hand, it scares me because I have no control here.

So you've been following the news. You know that Congressman DeLay is under investigation now. And I had to write a memo - my job - to go off to locals across the country. Essentially it was a standard memo giving expression to what the Republican Party in fact believes. Essentially saying the Republican Party is committed to transparency in all investigations. The work of government will go on.

And not to rock the boat. We're there, we acknowledge this is serious and we're moving forward. A standard memo.

Well, what my people around the country received from me, supposedly, Doctor - help - was the following: a new doctrine articulated by the Republican Party regarding appointees and elected officials who are under investigation. 'The investigations not a matter to be contained simply between lawyers, appointees, elected officials and their investigators but rather the conversations, all of them, should be given full exposure to the American public who have a full stake in what these officials have done or have not done.'

The implications of that for Rove, for Libby and of course Congressman DeLay are insane.
